Uesugi Goroh was born in 1970 in Wutai. Trained as a samurai and ninja, he was a soldier that fought in the Wutai-Midgar war that started in 1992. The war raged on for seven years, but by the end of it Goroh lost most of his division and disappeared with the survivors.
One year after the war (0001), he resurfaced in the Midgar Slums. A few of his men still loyal to him accompanied him as he began raiding Midgar. Though driven by a desire to avenge Midgar, he was content at first just to aggravate his foe with high tech burglaries and sabotages. Because he was operating in the slums, he soon realized how badly Shinra treated its own people. Consequently Goroh ended up redistributing the wealth to those in the slums, as well as providing protection from other petty criminals that would try to exploit others in the slum. To an extent Goroh had become a crime lord himself, but he only stole from those up on the plate. However to protect himself from Shinra, he was forced to keep a low profile.
Over the years he would run into Aerith off and on. Never close by any means, he was aware of who she was and the unusual interest the Turks had in her. For the most part, he saw her as someone he might one day need to 'kidnap' from the Shinra, to deprive them of yet another of their valuable resources. After hearing that AVALANCHE had formed again in the slums, Goroh was vehemently opposed to the group, having had enough of killing and no desire to see lives lost in the destruction of the reactors. He and Barret got into it more than once, but both were too stubborn to ever convince the other how to handle Shinra.
Towards the events of Final Fantasy VII, Goroh finally takes down Don Corneo, but decides to continue operating under the guise of Don Corneo while its convenient, as his organization allowed Goroh to get more done in the slums while not drawing attention to himself. At this time, Cloud and Aerith show up and attempt to meet Don Corneo, having previously seen Tifa headed towards his 'mansion'. Not realizing Goroh is in charge now, Aerith helps Cloud disguise himself as a woman so they can infiltrate. When they enter, Aerith and Tifa both immediately recognize Goroh, but Cloud assumes he's the real Don Corneo. Showing his usual sense of humor, Goroh chooses Cloud to accompany him in his 'private bedroom'. After pissing off Cloud and revealing who he was (with Aerith and Tifa showing up to calm Cloud down), he reveals that he's heard that the AVALANCHE headquarters has been located and that they need to mount a defense and evacuate. However, they then receive a warning that Shinra soldiers are outside the mansion. He tells the three to head through the sewers below to escape and warn Sector Seven, while he and his men handle Shinra.
Ultimately Sector Seven falls and Aerith is kidnapped. Meanwhile Goroh is forced to flee Midgar, heading to the nearby village of Kalm to regroup and plan their next move. From that point on, his group continues to cross paths with AVALANCHE. Though not quite allies, the two groups swap information whenever they cross paths, all while Goroh and his group are trying to make their way back to Wutai. He recognizes Yuffie, but she doesn't recognize him- he says nothing.

He heads north to find an old contact, but ends up finding Aerith by herself, about to embark on some secret task on her own. Though she attempts to elude him, he tails her all the way into the city of the ancients. When Sephiroth shows up to kill her, Goroh intervenes and is able to hold him off long enough for AVALANCHE to show up. Outnumbered, Sephiroth is forced to flee. At this point, Goroh would decide to join the party, except he ends up in Luceti. Whee.
